Speaking Up - About the Programme
Exeter CVS has developed and operated the Speaking Up active citizenship course since 2004. Speaking Up has contributed to the development of the Active Learning for Active Citizenship (ALAC) learning framework, which formed the basis of the Take Part Exeter pathfinder project from 2009-2011.
The positive impact I have observed of Speaking Up on the women taking part has been truly incredible. I have never come across a programme that has had so much transformative power. For many of the people I have spoken to who have done the course, it has literally turned round their and often their family’s lives. What a great example of a low cost but extremely high value social programme!

Partnership Working to Reach Diverse Groups
Exeter CVS's long-standing network of partner organisations in the public and community sector has enabled the Speaking Up course to be delivered to a diverse range of hard-to-reach groups, including:
- Working with a local Surestart centre to enable long-term progressive learning for local parents, by providing free childcare during course sessions.
- Delivering extended learning programmes to local BME community groups by establishing long-term relationships with Devon United Women, Hikmat, Sahara Mentors, and local religious communities.
- Work with XXXXX to empower young parents to provide peer-group support to others through Speaking Up
Tailored Courses Offering Empowerment to Everybody
Individual learners can book on our scheduled courses at a level appropriate to them, or Exeter CVS can work with your organisation to run a bespoke learning programme tailored to the needs of your members.
Speaking Up is a progressive learning programme starting with workshops on confidence-building, communications skills and an awareness of local democracy, eventually progressing to an NOCN-accredited Level 3 qualification (equivalent to an A-Level) in understanding community empowerment and influencing decision-making on local and national levels.
'Active Learning' means each course is developed dynamically around the needs and interests of the learners themselves, ensuring the core accreditation targets are met through a relevant and interactive learning experience.
